the champion isn't broken, item's are just unbalanced. Anybody who benefits from auto attack items can abuse these items and pretty much stack procs to deal massive amounts of damage.
So sated devourer + guinsoo's rageblade are both on hit items, match them with champions with on hit passive abilities (
) and they'll deal massive amounts of damage which pretty much breaks the champions.
Tl;dr Rito needs to focus on balancing items
