Champion IP Cost

Is there any plans in the future for reducing the IP cost of some champions? Draven was released in June of 2012 but still costs 6.3K IP, as do many older champions. I was under the impression older champions IP cost is reduced periodically, but it seems riot has not done so for a couple years. Personally, I would enjoy filling out my champion roster without having to buy RP or saving up 60ish games worth of IP each.

Every 7 characters released champions move down a cost tier I think

Each time a new champ is released a 6.3 champ goes down a tier. When Aurelion gets released Darius will cost 4.8, then the champ after that will see draven's price drop. 4.8s and 3.15s going down is different and weird and I don't know about it, but that's the rule for 6.3s
