Why does Kassadin's Q still have a time thing when it hit?

We all know that 's Q silence got removed a few patches ago (and replaced by a channel interrupt) But why there is still a "CC timer" thing on the champion the got hit? Does that timer indicate anything?

Because the only way to interrupt a channel without hard CC is with a silence.

Technically Kassadin's Q is a silence with a duration of less than .1 seconds.
