I think 'Muted' should be a reportable/punishable offense.

So my reasoning behind this is that if someone really was getting harassed they would just mute the person and let them waste their breath. However saying typing 'muted' is more like a proclamation that they didn't want to communicate with the person regardless of what was said AND it's a childish kind of 'last word'. I've had so many games where I'll see people with legitimate questions and requests be slapped in the face with 'muted' because someone cannot play a team game.

TL;DR - OP is mad because a winnable game was thrown because he couldn't warn his team mate about the 4 man gank coming his way.

No. Why? Simple.

I tell people when I mute them ingame, to give a heads up to the tribunal that I muted them. This is so that if I get reported for no communication, when they see my statement "I muted X," they realize that I simply didn't want to communicate with them. Usually it's pretty obvious immediately why I muted them, but later on they might become serious and get upset because I am not responding to them. Chances are that they wouldn't stop anyways, so keeping them in the dark does nothing better, whilst letting them know at least has the chance of them stopping due to falling on deaf ears.

In the case of extreme toxicity, I actually encourage my team mates to mute the aggressors. Why? because I don't want my good teammates sucked into it any more than I want to be sucked in. A simple "Guys, all he is doing is spewing toxicity. Just mute him so we can enjoy the game." goes miles for keeping the rest of my team from fighting with the rager, though they don't always listen.

If the enemy team starts randomly responding to the dude, I just politely tell them that I already muted the rager so they don't feel left in the dark. I usually get sympathetic feedback, as most people understand what it is like to be with a full on lvl 85 keyboard berserker.

I don't feel I should be reported just for clearing the air to my fellow players and the tribunal. If there was a team wide announcement that happened when I muted them, I wouldn't feel the need to say anything.

Sometimes i think people talk WAYYYY too much in chat, enough to where i think reading it will affect my gameplay/reactions, that's when i mute players mainly. Whether they're being Snobby/Trollish/Fooling Around or they're just talking to their friend, i state "Muted" as a signal to the player that he should become more focused/type less. My goal is to win games, not lolligag.

So for that reason i don't think "muted" is reportable imo. (Tho with threads on here and reddit lately, there's a strong sense of butthurt about unsportsman-like experiences) If the (Aparently) "Average" League Player (Which "Average" only accounts for the people that Lurk on Forums/Reddit and actively participates: ~20% of the entire League Community) got their way... they would just have a censored chat to where you can only say: "Good Job" "Nice Job" "Gank Please" "Blue Please" "(numbers for timers)" "Baron" "Dragon" "GG" and everything else said in any other form/language would be an automatic Error that would be denied in your chat. In a world where EVERYONE participated in polls and gave feedback, i think everything said and done would have a completely different response all together.

The one problem with your goal is that if someone is spending most of their time talking, chances are that saying "muted" isn't going to shut them up.

Rather, they're going to tell your team and the enemy what a pretentious douche you are.

Now, i'm not actually accusing you of that, but you have to understand that the person you're saying "muted" to is probably talking too much because they earnestly believe there is no problem in doing so.

So just saying "muted" with no dialogue is probably going to make them think you're the one at fault, not the other way around.

Basically, it causes more problems than just ignoring them.

I honestly think they should add a Team Wide based notification in the chat where it says: "Thornnn has muted AnonTwo" / "Thornnnn has Unmuted Anontwo" where stating "Muted" wouldn't have to be a thing in the first place. There shouldn't be a reason to state why you're muting so and so, it's your game they're affecting, it's your decision to better yourself by muting him causing less distractions.

Which would you rather have more on your Team, 1 A-Hole calling out 1 person out. Or 2 People being Keyboard Warriors against eachother, possibly to the extent where they end up giving up free kills.

I can agree with most of that

But psychology man. You never know when that one notification is enough to tilt someone past the line of no return. it may seem helpful to notify that they're muted, but chances are...

If you had to mute them to begin with, chances are they aren't looking to work with you anyway.

I am going to go with "no"

If someone is harassing me and I say "muted" in chat. It let's that player know they are doing something that is so problematic I felt I needed to mute them, maybe they will stop acting in that way. Also, it removes me from the conversation. Typically if things are getting heated and someone is harassing me I am responding and getting worked up. If I mute them it benefits both of us. I cannot fuel his/her anger fire and they cannot do the same to me.

It also lets my teammates know that I cannot hear that persons chat. So, if they are all following that persons commands for going to dragon or baron they then know I am not getting that message.

"Childish last word" is not typically a reason to report someone. Reporting is about behavior. Communicating that you have muted someone because they are clearly harassing you, making you feel bad, distracting you, etc. only reinforces your own willingness to communicate openly with your team.

I have also told someone I have muted/ignored them and then don't actually do it to see if their behavior improves. It often does.

OP sounds entitled and mad about that one person that muted him/her because OP was being an entitled aggressive player.

Already said but I write "ignored" in chat when I mute people. 1. so they can stop wasting their breath and focus on the game. 2. So everyone knows that I'm focusing on the game and not typing up some great comeback flame. 3. So if the muted guy starts callings shots in chat, he will know that I won't see them.

Actually, I would say that letting them and the rest of your team know that you have muted that person is the responsible thing to do. If you're team isn't aware or that player isn't then it might lead to issues like that person stating a timer for a buff or an opponent's summoner spell and you not being able to see it. By letting your team know it gives them a heads up that any information that player could be saying isn't reaching you, so they should act appropriately.

Clearly there are circumstances about this that could be different. Like if the person is muting and unmuting the player to harass them back or if they are talking to the other team in all chat about how that player is toxic and how they muted him and how the enemy team should report that player. But those tell me the player should be reported for negative attitude or verbal abuse and isn't contingent on that player muting the other player. It makes absolutely no sense to punish a player for using a method to avoid toxic behavior and simply informing their team of the situation.

"Refusal to communicate" is already an option to report.

Not to mention if someone is muted your pings can still be seen and heard.

You're really recommending that you report people who mute someone? Doesn't that seem like a little bit of a bad thing to recommend? Even if the OP wasn't being toxic, I shouldn't have to be concerned about my team reporting me for not communicating with the "team" when I just muted one person who was harassing or insulting me.

Oh no, I'm not supporting the action, just pointing out his complaints are pointless because he can already do the exact thing he's asking for. Not to mention a "refusal to communicate" from someone who is muted often probably doesn't hold much if any weight.
