I want to change my smurf to LAN so I can enjoy 40 ping but I assume that there are no free transfers in any way. After all that would be called good customer service so I find it unlikely to be possible with Rito. And yes this is a serious question, just a one way transfer so that I can finally play this game with the same quality of service as anyone else.

But I've also heard that they have stopped doing this

Xarov1 votesWhy should I be forced to spend time leveling a smurf to get the same level of service as anyone else? Either way though I moved one of my NA smurfs to LAN and it was well worth the money. I'm enjoying the ability to finally outplay people without luck being involved.
