Transferring a skin and/or a champion to another account

Well, I know that being in a high tier rank is pretty challenging and I don't like that. I want to make another account and transfer the champion I know the most and play the most to that account but sadly there is no way. I want you to add something where you are allowed to transfer 1 skin and champion to another account.. I want to make another account but I want to get back my skin for Yasuo (Project: Yasuo) and Yasuo champion but I will need RP and IP to actually buy the champs ;( Please add this riot!! Yasuo

If they did this.. this would break the game.. The amount of smurfs would be UNREAL. So many smurfs.. If they did this it would cost a sever amount of IP.. more than the champ itself. Close to the name change amount probably.
