mastery for ranked play?

i wonder how possible it is to make a requirement for ranked play in the form of mastery is. Much like heroes of the storm, require a set amount of mastery on, lets say 10 champs before ranked play starts. then require at least level three mastery on a champ before it can be played in ranked.
