Connect to chat problem/can't spend money on rp T_T

I need some help. I am in the middle of my exam prep and I wanna relax during the night with some league. BUT. I have a problem with logging onto chat service. It just won't. No problem with internet, bo firewall activated. It just doesn't connect. Clicking on "Recconect to chat" button doesn't help. I still can make an attempt to play - i get up to champion select point and then when game is suposed to start I have no screen. Just a League logo and then error. Until the game is over I can't do nothing. Clicking on reconnect is not helping. After they finish i can see "Leaver" screen. It happens in random moments - 90% of the time. Sometimes it works. I really want to buy rp's for project skins but I am unable to do so. I can click to buy rp's in shop, then i can choose payment and after that i can't jump to my bank page to actually pay. I REALLY wanna play, I really wanna buy this skins, you guys did such a good job with them! The borders are so tempting!

Pls pls help me, I have such a good friends in league and I really wanna play and have fun!
