Are 1350 Skins Considered Legendary Skins?

I kinda want to get Pool Party Graves because its 40% off in my Snowdown Shop. I want to start a legendary snowball by buying the skin too but I don't know if 1350 skins are legendary. Can somebody clarify this for me? Thanks in advance and happy holidays.

EDIT Thanks for the info, I was just slightly confused because the shop was showing the Fiddle and Draven skins being 975 but legendary which made me thing that 1350s must get the same treatment.

sadly the snowdown shop doesn't give legendary skins. Legendary skins are the at 1820 rp

No, it's the 1820 tier that are legendary (Ultimates count for the free gift too). Legendary and Ultimate skins cannot be in the Snowdown shop.

All applicable skins will have a gold +chest icon on them. Surprise Party Fiddlesticks and Primetime Draven are permanently discounted Legendaries so count, and Alien Invader Heimerdinger (today) and The Magnificent Twisted Fate (tomorrow) will be on sale but still count.

none are expect for primetime draven and surpirse fiddle at 975Rp each 1350 are only ones with special animations usually
