Does Riot care when you threaten a person?

Yes I reported him under "verbal harassment" because there is no "threatened to kill me". My reason for believing that no one cares is several fold:

I encounter flaming trolls about every 3ed game. So that is 1 in 30 people. They never go away so that makes me doubt anything is ever done.
There is no tribunal system... did Riot give up?
This particular person has thousands of games and is ranked, so how long has he been doing this?

-Absolutely shocked at the conduct of these people.

If someone threatens to kill you, take a screenshot and send it to Riot support. If nothing is done about him, post it on Reddit or something and try to get attention. Death threats are no joking matter, even though this guy probably thinks it is, and they deserve a ban (perhaps even reporting to the police).

This is all assuming the threat was very specific (i.e. "I'm going to find you and kill you" as opposed to "just die IRL you noob").

That's where I'd put it as well. Good call.

Generally speaking, the players that you see expressing toxicity are not toxic players. There's certainly exceptions to that rule, but the genuinely toxic only really makes up about 5% (1 in 20) of the population. It's not perfect, but it's pretty darn good.

The Tribunal ran into an issue and stopped building cases. When they took it down to repair it, they decided to add in a bunch of upgrades they'd been planning, set up for a global rollout of the new version, and test some new ideas (thus, the new chat/ranked restrictions). It's coming back, hopefully soon.

In all likelihood, not very long (see above). These kinds of behaviors are particularly frowned upon - being handled at current by the Escalated Ban system, which combines machine-learning systems with human oversight to drop 2-week and perma-bans on players who exhibit "extreme toxicity." Which includes everything from death/rape threats, to hate speech, griefing behavior, intentional feeding, and other forms of non-verbal toxicity.
