Collegiate Scholarship creation

I'm a president of a club at a college and I am trying to start the discussion of a collegiate scholarship at my institution. However, they asked for a RIOT contact in order to start this discussion. I am trying to create a more competitive atmosphere at my school and I think by starting a scholarship program I'd achieve that. My question now is, can anyone send me in the right direction of who I could talk to or help me with my attempt to get recognition on this subject. Thank you for all your help!
