hey i just got diamond yesterday, i was talking to my friend and i said, why wont the season end already, (jokingly) i want my god damn border. and he said lel i wont even get one, i got banned. i got banned too for 2 weeks earlier in the season, does that mean i wont get one either?
Nope you don't get a border if you got banned for 7-14 days this season(of course unless they change the rules again)
I believe the reward restriction is if it's at the end of the season when they are tallying up who gets what. If you aren't under restriction at the end of the season, you should be good.
I don't think the exact details have been finalized yet. I know they were at least considering letting bans from early in the season to get rewards. If your ban was within the last 6 or so months you probably won't get season rewards.

Both answers you say they'll receive escalated bans, which means no rewards. Is that because the time between now and the end of season isn't long enough to be "reformed", or are banned players not able to reform? Yes, we don't believe the time between now and end of season is enough to reform. Looking at our data, we're thinking about 3 months minimum with no further game bans to be considered reformed and having a "clean" account status. We'll confirm the final numbers next week.

Do they get clean slate and also are they eligible for end of season rewards? Players who received 7-day or 14-day game bans do not receive a clean slate in 5.18. The clean slate is just for players who have received Chat or Ranked Restrictions before. We are finalizing the Ranked Rewards policy for 2015 now that we've revealed the plan to reset Chat and Ranked Restrictions in 5.18, and as mentioned before, players with an active Chat or Ranked Restriction at the end of season will still lose their Ranked Rewards. For game bans, we do want to give players a chance to still earn their Ranked Rewards. Looking at the data, we're considering a player as "reformed" if they've gone several months after a 7-day or 14-day game ban without another game ban (and of course, no active Chat or Ranked Restrictions at the end of the season). We're deciding the final numbers next week.
