Are Rakan and Xayah only going to have dual release skins?

I think the direction of Xayah and Rakan is really cool since they are supposed to be lover-freedom fighters and the new splash art that came out today for their skins was gorgeous and I was just wondering if they're going to always get skins with shared splash arts(Not counting if the team that wins worlds chooses one of them for a skin).
