Because they are all working on the client update. It is low priority because the Instant Feedback System works more efficiently than Tribunal voting ever did. When it comes back it should only be accentuating the IFS, not replacing it.

Sadly, I don't think anybody really has a cohesive vision at Riot. They will agree that x is a problem, have 1 team address it, then have another team do something making it worse. For instance, look at mobility creep in S5 and S6. They finally came around to some fixes with it balance-wise, then introduced free homeguards, champs with global/long range mobility ults ( ), and . It is very obvious that they have different teams working on changes and new content without much direction or communication between teams.

Anyway, IFS has been where it seems most of their attention has been placed. That's fine, but I don't think they have any plans for Tribunal...if they did then they haven't told anyone yet. They're busy creating too much new content and not paying their technical debts.
