WHERE ARE THE HALLOWEEN SKINS

i specifically started playing katarina because i thought oh yeah its almost halloween in a week, maybe they will release the kitty kat katarina skins. Now its the day of halloween and no skin. Ive only been playing league for 3 months now and have feel in love with the game. Then it sucks when i hear all the cool stuff riot has done for fans in the past. Why aren't they doing that anymore. I look forward to holiday skins. Christmas , Valentines Day , etc. I wanna get the cool special wards and skins but it seem riot is more interested in worlds and not in us normal fans. #2SPOOKY4ME

AND will old harrowing skins be available this year?
