Why does riot discriminate on Latin American servers?

It seemed odd to me that if you look up the sugar rush in support it says all other servers get sugar rush from the 28-31 https://support.leagueoflegends.com/entries/49566794-Sugar-Rush-2014 when in fact this is a lie. Neither of the Latin America servers earned any chance for double rp, so how can you say every other server? Also why is it that only Latin American servers don't get double rp and every other server does, I would love to know the criteria required for servers to get double rp because this is extremely unfair. Especially with all the sales going on for sugar rush, not much a rush without the double rp to even be able to buy all the skins you want on sale.
