It does says "TODO" which means its on their to do list. And then says exactly what they need to do. So yup, looks like they want to encourage friendly sharing by gifting those people who act above and beyond.

Awesome find! Maybe we'll be able to send random gifts to each other. Probably just runes or IP boosts, or maybe cheap champions, but it still sounds neat.
In Dawngate you can give people karma (like honor) and then based on how much you get at the end of a match, you get a reward including in-game currency, runes, or even champions.

Seriously, Its nothing really, Its just misplaced code comment, that somehow got in to the context menu. That's probably referring to EndOFGame gifting. And yes RIOT will like to take ur money even if you are not spending it on a friend. What if its a girl and u want to make sure it accepts ur friend request :D.
