It does says "TODO" which means its on their to do list. And then says exactly what they need to do. So yup, looks like they want to encourage friendly sharing by gifting those people who act above and beyond.

I think he has found that in the client that was not supposed to be shown to the public. I was able to reproduce it.

i get that he found out from the client. But what their is no way to really know what it does.

Riot will never allow random gifting to people that are not on your friends lists. People that steal accounts will just then q up with people they know and spend RP on them after the game. (problem)

So this has to have another meaning. IT probabaly has something to do with a new type of honor but we will not know.

I'm going out on a limb here and assuming Riot is eventually planning on implementing an "End of Game Gifting" feature of some kind. I think that's what the OP was referring to.

My point is saying RITO PLEASE when you can not be sure what it is makes no sense. Now saying Lyte, merello, phreak, ect what you working makes a lot more sense.

Awesome find! Maybe we'll be able to send random gifts to each other. Probably just runes or IP boosts, or maybe cheap champions, but it still sounds neat.

In Dawngate you can give people karma (like honor) and then based on how much you get at the end of a match, you get a reward including in-game currency, runes, or even champions.

That  is a HTML or XML comment tag. I'm installing firebug to the client! Free skins for me!! But i haven't ever seen TODO before who nose what kind of programming code that is, or some new markup language, very strange.

Seriously, Its nothing really, Its just misplaced code comment, that somehow got in to the context menu. That's probably referring to EndOFGame gifting. And yes RIOT will like to take ur money even if you are not spending it on a friend. What if its a girl and u want to make sure it accepts ur friend request :D.
