Shurima vs Freljord Rarity

I don't remember where or when, but it was said once that "The perfect Ascension game icon is one of the rarest icon in The League" (not verbatim). My question is, which is rarer? The battle for Freljord Icons were naturally split into 3 categories, and only 1/3 of the community ended up getting the perfect Shurima icon. But also not everyone got the freljord icon, because you didn't just get it automatically (you had to vote, then claim it on the web), factor in the date it took place... In my eyes the rarity would be close to even if anything.

Any ideas, or anyone know?

The perfect ascension was very easy and if you get it more then once I would have got it more then 3 times. All you do is get a tank Mundo and taric are the best because they heal % of there health because the ascenion gives a crapload of health you can heal a lot more. Then you just run around the map not dying and collecting all the health packs as your team defends you. Because the ascension only respawns when the ascended dies. Taric was the best choice because he gains a lot of tankyness as the game goes on thats imporant because you have to die to get items and you're not allowed to die. The other icons are much more rare.
