They have a completely different philosophy and approach to the game. That also reflects their approach to balance. The quick answer is Dota has fewer conditionals in their solutions so it is easier to balance. They don't worry about non-pro play. They don't worry about if the nerf is aimed at a good or bad spot as long as it reflects a change in pick rate. They don't have to worry about some of the melee/range problems largely because of the item system. They don't have to worry about clarity. They don't have to worry about 'good design' (in the conventional sense). Basically all they do have to worry about is maximising the diversity of picks in pro games.
