theres no point in having a mute option for chat if you dont enforce its use over giving people chat restricts because some child is butt hurt from adult language. theres a chat filter and mute option.....seriously riot. stop panhandling to these whiny brats.
A mute button to to ensure you don't have to deal with a ruined match any more. Reports is so that no one has to deal with you ruining matches at all.

It's not other peoples problem to deal with your mess because you're emotionally incapable of following the rules. Most people don't get reported for language/toxicity and there's a wide latitude for language.
Use positive reinforcement not negative reinforcement and you'd be fine.
