They don't, at least not automatically. You can try a thread requesting a game with a Rioter or something, or you might get a gift from someone but that's not some guarantee.

Not directly. But open a support ticket or a forum post and maybe you'll get lucky and find a rioter who has the day off and willing to do a few games.

They exist.
