The 2 20/30% skins (at least in my Shop) are a bit deceptive since skins will eventually go on sale or 50% off.
Then again, I guess if the said skin just went on-sale (or you just really want it) then go for it.
Still feel Riot would sell more if they made this change.
Or you could be happy with the discounts. If you want to wait, then wait for a better sale. Asking for a better discount just seems kinda greedy.
I believe that skins are for people who deserve to have fun, not for people who are still new to the game. If you are doing good as a champion, you should be able to be rewarded. For example, I have a 100% win rate on Vayne so should I be 'given' a discount on her rarest skin?
