I want to start rank, i have questions.

So iv'e never really played rank, only my placements and 11 games after that. At the moment my winning rate is 73%, iv'e only lost 3 out of 11. So i guess my ELO/MMR w/e it's called is good right? Because i think my MMR in normal games is at what's considered "elo hell"? It's at 1100 MMR. And honestly it's always either really good teams, or really bad ones it's never in between. My normal games have nothing to do with my ranked games correct? i just want to make sure my normal games don't determine the quality of players i will get.

its ranked not rank lol and yes ranked/normals are different . There is no elo hell.

So let's say someone in plat plays normals, how will he be placed in normal games? By that i mean, will he play along other plats or people around his level?

It's a separate elo for each queue. Ranked is visible, normals are not. Over time you'd climb/descend based on performance.

if he has 0 games played the player will be set at the average skill level. On my smurf im silver with low amount of games in ranked, diamond in normals and silver avg team builder cuz im 2-1

As far as I know Normals do not affect your MMR in Ranked which is why you go through placements in the first place (reason being people play and behave differently in both drastically influencing the outcome of a game). Note: I do think however that Ranked affects your Normals MMR.
