She's facing up or running fast towards you which is making all her hair fall behind her. If she looked down/stopped running then you'd see them. Also giving her bangs would block the view of her eyebrows which would make it harder to notice how on fleek they are.
Well, in the newest one, it can be explained by the wind blowing them back. As for that old ass splash art, that was the MOST original Lux splash art, before she was even released. That splash art was her original release splash, but she actually got removed from the game, reworked, and added back in because of just how awful and shit she was.
