I know a guy who is using elo boosts is this kind of behavior penalyze and if it is what can other summoners do to stop it?

If you know someone is boosting and feel the need to report it, submit a Support Ticket. It is a bannable offense for both the booster and the boosted. Your first option should be to warn them against the penalties for it so they stop on their own, though.
