Skin codes that Riot gave out previously have all been disabled due to scams and other abuse. Any future skin codes they put out have a limited window of activation. If someone is trying to trade or sell a code to you it's a scam.
All official promos from Riot can be found on one of their 3 sites; lolesports.com, leagueoflegends.com, or riotgames.com
If you are directed to a different site that cannot be found through one of those, don't go!
The Unchained Alistar skin used to be offered through a Youtube promotion, but the redemption process never worked and you had to submit a ticket to request it. The offer has since been removed, but you may still be able to have it automatically added by submitting a Support Ticket with "Unchained Alistar" in the title.
Nope. You can get "cheat codes" for 
skins, but not for Twitch.
Twitch does not have any skins available for free. Unchained Alistar and Riot Girl Tristana are obtainable via Facebook and Youtube. I think Dreadnought Garen is available from Twitter, but I can't remember that one for sure.
