Cooldown reduction max

I wonder if the 40% max limit for cooldown reduction is absolute or I can achieve more cooldown reduction using cdr runes and buying cdr items. Can anybody answer this? Have you tried this scenario?

40% is the max. Even if you have CDR runes and CDR masteries you can never go above 40%.

Nope, it's a hard cap. Movement speed has some weird math stuff going on (basically 99% slow doesn't actually slow you by 99%) and has a soft cap, though.

Only way to get past 40% is waiting for URF mode.
