Legacy Shen Skins and other Legacy

Hey there, I was wondering if those legacy skins (yellow jacket and Frozen) would ever make a come back like they once did before his rework. I understand they waved those skins before because they were only lame recolors, but since the rework they are pretty neat, and I'm missing the frozen one to have the complete set for skins which is pretty sad xD.

I think that question could also be relevant for champions that received massive updates since some of their skins went Legacy for poor quality.
