Auto-attack reliant champions are generally bad, highly mobile champions are generally good. So he's decent.

I just played a game as jax and 1v5 penta killed multiple times a team that had leblanc, zac, hec, ez and sona. Build spell vamp and spam.

Depends on what you want to accomplish. Azir get's pretty nuts once he finishes an item, Malzahar pushes like a mofo, and is unquestionably the best tower pusher in the game.

Soraka and Sona are annoying

LB is so mobile its' annoying as hell and she can juke like mad.

Xerath is also a subpar choice in ARAM. Skill shot champions are good but if you need to charge the shot (Xerath, Varus, Twisted Fate) they are not good URF champions.
