Questions about 10th anniversary gifts

Dear Riot, First off, I do not want to sound ungrateful, because League is a game that I very much love and enjoy playing, and I am very excited for the recent ten-year anniversary announcement. Although nothing can change my love of League in the near future, I would like to know why Riot Kayle was the skin that was chosen to be given away. I know it is a skin that not very many users had owned in the past, and that there has been a theme of re-releasing skins, but I strongly feel that it is unfair for the players that had the skin before the re-release, as there’s no way for us to “prove” we had it for a longer time. For example, people who owned Championship Riven before its re-release received a loading border unique to the skin, and I was wondering why the same wasn’t happening to skins such as Riot Kayle. While on the same topic, I feel that it is especially unfair for the people who attended PAX and got the code there because as it says on the Riot website, “Riot skins are based around the ‘Riot’ theme and are obtained by either meeting a Rioter or attending an official Riot event”, (https://support.riotgames.com/hc/en-us/articles/201752944-Guide-to-Legacy-and-Limited-Skins#h2q3). I feel that it is unfair that the skins were marketed as limited and are now being released to many people on a wide-scale when the Riot support site says otherwise, and because I have still not gotten my mystery skin in the duration of time it took to send in this ticket I would like to know if it would be possible for me to receive a skin that will stay exclusive or not be released again, or the Riot Fist Bump Ward Skin.

The reason why Riot Kayle is not being treated the same as Championship Riven is because it was never advertised as a Limited skin. It has always been advertised as a Legacy skin, hence why it is under the "Riot Legacy Skins" and not the "Riot Limited Skins." Just like every other Legacy skin, Riot Kayle always has a chance of being brought back to the store. Currently, the only Limited Riot skin is Riot Squad Singed.

If even says on that website that Riot Kayle is a Legacy skins, not a Limited skin.

Legacy skins are any skins that were made available temporarily and then retired to the "Legacy Vault." They may be available for normal purchase again at a later date. However, all Legacy Skins above 520RP are available through Mystery Gifting, and they also have a chance of appearing through Hextech Crafting. These skins only appear in the champion's information tab if you own them.
