I do find this to be a great system over all, although, I see a couple problems that could need some attention. First off when you accept a match and someone decline the invite the match Que should drop and start over again rather then waiting for the timer. This isn't a huge problem so if it would be difficult to implement I wouldn't see it being a huge problem to not implement. Second I believe when you accept the match you shouldn't be forced out of your rune page if you are setting them up. Instead I believe you should be able to continue to make changes and be forced out when you enter the lobby, allowing you to accept or deny changes at that point. Other then those two changes that is all I have seen that bothers me a little, if anyone else has suggestion please do add.

Although maps are nice and make the game have a different feel, I believe they are harder to design from the ground up. I would like to see different game types implemented each day and/or week. Now by game types I mean, arams, 5v5 all same champs, 5v5 all supports, 5v5 all adcs etc. I believe this would give the casual players more to choose from. With this implementation you could set it so that certain modes such as 5v5 all Blitzcrank would allow anyone to play Blitzcrank in that game if they owned him or not. The system wouldn't have to be balanced as it would balance its self seeing as both teams would follow the exact same rule sets. I could suggest many ways to implement this system slowly and possibly build on it, but I believe you are much more capable then I to make those decisions yourself.

As I said before, even if I may be completely off, I believe maps can be hard to implement. I would like to see some unique maps for just the casual player. By unique maps I means things like all jungle, no lanes. Leave the base the same but take the jungle and make it engulf the rest of the map. Could even make it where the lanes would stay the same but their would be wandering jungle mobs and the lanes are being engulfed by the jungle, and slowly the towers would loose health and allow a laning phase that will be forced to a close.

These are a few of the ideas I have that have been thought out well enough to actually put down. Although I have much more then that, I would like some feedback and possible implementation before going too far in depth in the rest.

No because the first person might decline and the last person might decline as well, so why wait 2 qs for both of them to decline instead of 1? That's the official riot position on this.

Second I believe when you accept the match you shouldn't be forced out of your rune page if you are setting them up. Instead I believe you should be able to continue to make changes and be forced out when you enter the lobby.

I may be miss understanding this, so you want theses 5 seconds of time when people are accepting the lobby queue? That makes almost no difference. Also why not just make your runes and then enter q? Not like your q is 20 minutes.

Second is game types

Custom games can do most of that. Having a game mode that lets you play any champion makes it so people that play that game mode are unlikely to buy champions -> less money for the company.

Maps.

Maps are indeed hard to make and cost a bunch. There is no reason for them to make a map for the "casual" players because not a lot of people would play them. There are tons of games that can be played on the maps that are already created, imagination is the only limit.

Map idea

The official fear for Riot is to split the community among maps. Small examples are the groups of people that solely play TT and Dom. As of right now these groups are small and dedicated, right where (I beleive) Riot wants it to be. Simply put, League's end all be all map is SR,and since LoL is a major e-sport changes divergence from what is established as the map can have irreparable consequences. One Rioter, I beleive it was Lyte but I can't find the post, used the example of basketball, baseball and football being played on the same 'map' for decades and they are still a popular and demanding sport and casual activity. Tl;dr Risk too high for too little reward.
