Intentionally feeding? How it ruins the game and wastes time for other players.

This is not a message to put down riot, but simply to give some ideas.

As a player in the game I've experienced many instances where players are upsetting others on purpose. This makes the game less strategic for others, and also takes away the fun. Is there any other ways to prevent this from happening? For example have another person Q for the game even ranked games, just not get as much experience. Anything to help this problem. More GMs possibly auto kicking the players after a vote? Any feedback would be fgreatly appreciated.
