Is there any way to improve my ping?
It's so inconsistent; one moment it's 60 and the next its 400. Is it an internet problem and just me? Or is it happening to others as well?

it could be a number of reasoning that is blocking you from being consistent. First off does this happen in other games? if it does then it might be with your Internet Service Provider. and if thats the case then sadly the only thing you can do with that is getting a better service provider or upgrading what you currently have. If its not happening in other games then the problem lies with Riot side. And to be fair they dont have the best Servers especially for a populated game. And sadly if it is on their side we cannot do anything about it.
