Does the tribunal every actually do something when you report for anything other the 'Verbal Abuse'

This is actually getting me wondering, because idk how many times i have reported someone for intentionally feeding or assisting enemy team or unskilled or anything other the 'verbal abuse' or AFK. Like i know that the tribunal looks at chats for verbal abuse and has leaverbuster for AFKs (which needs to be up-ed because the penalties are not harsh enough) but does the tribunal even give a flying cow if someone is reported for Feeding or being unskilled? Like to me the bigger issue in the league system is not the salty toxic people, because spoiler alert YOU JUST MUTE THEM........ the real problem is the Vladimir mid who wont ever help in teamfights and has 'no idea' everyone was grouping for dragon, or the Nocturne jungle who says "guys i need to stack sated" when its 40 minutes into the game and already has sated. Or the vayne top who is 0/3 in 5 minutes, uses teleport only to get to top lane, and does not chat, EVER. these are sort of stupid examples but everyone knows the players im talking about, the players that make you go "WTF are you doing???" and make you question how they even got out of bronze 5 in the first place. I think we all understand what im saying, and i really am not just being like 'omg dude bad players need to be banned' cause thats not the point, (also BTW this is from the perspective of a Gold 3 support main) the point is the TRIBUNAL needs to actually DO SOMETHING about these dumb players. My best suggestion would be ranked bans, or ranked demotions. (Because like who cares if you lose normals.)
