Singed support ban

Essentially what is happening is there is a guy playing as singed support with smite, and I can see how it would work and it's just so stupid how his account could potentially be suspended for breaking the meta it does say that you can't report for breaking the meta. The riot employee said that it was because he refused to communicate with the team however you don't have to communicate beyond pings since riot does give you the command to /mute all .

If a riot employee could give me more details on the situation that would be good because I don't want to play league if I feel I have to play what everyone else wants me to play and I don't think anyone else wants a game like that either.
