What is the Elo around which you start to be considered somewhat decent at the game?

I'd say once you are past the 50 percentile, which is around high silver.

The funny thing is plat 3 is top 5% of the game... but it still feels like trash tier.
I would say its all in how you feel. are you better than you were a year ago? than you are pretty decent by comparison. You will always find better players and there are always worse ones too. Plus some people can dedicate way more time to the game than others. I certainly wouldn't feel like trash if I was Plat 3.
There is no single true answer to your question, since it all depends on your definition of "decent". If "decent" means to you, that you could hold yourself (this doesn't mean winning!) in a professional game without feeding like hell, then it's probably somewhere in diamond. If "decent" means, that you can face the average player with a 50% winrate, then it's mid-silver. If "decent" means, that you understand (but haven't mastered) the basics of the game, like last-hitting, pushing/freezing, objectives, then it's maybe even as low as bronze 1 (though you'll find a lot of people higher up, who compensate lack of understanding with mechanical skill).
On the other hand, if "decent" means, you'll win your lane or the game most of the time, then you'll never be decent.
There's always more to learn about the game. Always the need for slightly better mechanics. Always decisions that turn out to be wrong. Always someone, who's better than you. There will be always someone, who talks trash about you. Don't let yourself down, you've made it to Platinum, so you're much better than the average player. The reason why you're feeling like trash is probably, because you can see your own mistakes and shortcomings. While this is the first step to actually improving, don't focus on them negatively. Other people have them (or different ones), too. Keep improving and you'll slowly rise further, if that's why you play the game!
I honestly think anything past Gold is skill.
Only you can judge yourself if you are good or not. I've seen some pretty bad Plats/Golds and I've also seen good Silvers. Personally, I think low gold is when you're decent at the game (you have a pretty good idea how champs work, what to do, etc). I consider plat good but then again, it might just be because I've never gotten plat and I consider myself decent. I know diamonds/master who consider plat trash so it's all subjective.

But to be serious once you get into the high rankings, the needed skill to be truly better than your opponents becomes exponentially larger. This is because to keep getting better you have to refine your abilities to a much higher degree than before. Here's an example. Let's say you are a pretty good silver, S2 rank. The needed mechanics and game sense at that level is easily gained and it doesn't take that much better skill to beat down your lane opponent. For G2 rank, everyone has learned better mechanics and game sense so it is harder to just outright win because even if you are better than your lane opponent both teams should be smart enough to know how to help a failing lane and that lane opponent should know how to start farming to avoid feeding. This continues as your skill increases. Eventually the difference between winning and losing can be as small as your placement one time in lane or missing just 1 cs. It's a bit exaggerated but basically you aren't as bad as you make yourself out to be but are getting punished far more for making small mistakes. As a recent Plat V member, I can readily attest to this. The tactics I used in silver and most of gold I have found out are horrible habits that are killing me in most of my games so I'm having to relearn how to even lane properly.
