Hello, don't know where to post so I posted here :3 ! I wonder who is eligible for unlocked accounts with all contents, skins etc. I heard that pro players then streamers and youtubers do, but what are the conditions ? Is it written somewhere^^?

Youtubers and streamers do not, only pro players during tournaments

iwilldominate has an unlocked account still, and he's no longer pro.

I am unsure if you get to keep them or not, but he WAS a pro and all pro players receive unlocked accounts for tournaments, so if he got to keep it, good for him.

Unlocked accounts effectively don't exist. Since there have only been a few circumstances where it was possible, and they all have very high bars.

LCS: LCS players get unlocked accounts for use in tournament play.
Elo hell experiment Riot ran an experiment back in S3 or 4, to test the validity of "elo hell". They gave a handful of challenger level players new 0LP bronze 5 accounts - the first one to reach challenger got an unlocked account (I don't remember them disclosing the winner - only the contest).
Refer a friend 2 transistion During the second iteration of the RaF program's release, players who had already referred an arbitrarily large amount of players (1k + or something equally crazy) were given the option of unlocked accounts in lieu of previous prizes (Name on item and name a champion ability).

But to answer you're question: there is no official way to get an unlocked account for regular use.
