When are runes becoming easier to acquire?

I read a post a while back about how Riot wants to make runes more accessible so new players don't have to worry about buying so many runes just to not be at a disadvantage, restricting them from buying champions.

I'm still trying to save for champions but there are some runes I want to get - do we have any updates on when runes will be updated? If I spend a bunch of my IP buying runes now, is it just throwing it down the drain? It'd be great to know so I can choose to buy things optimally.

They said they wanted to look into reworking them in 2017, so I'd guess sometime in 2017.

because they make a differences and new people have to chose between a basic rune page or champions if your new this is a god send

they already have?

t2 runes are literally 1 ip each

ad marks, armour seals, mag res glyphs, ad quints and mag pen marks, ap quints are all considerably cheaper than their peers if you check the shop.
