Why hasn't Kindred been on sale since release?
I've really wanted to get Kindred, but I really only get champs on sale. Kindred hasn't even been on sale since her release, and that's been almost a year, this is the same thing with Illaoi.

Yeah both Kindred and Illaoi have been out for over a year and neither has gone on sale. Than Kench was the champ released before Kindred and I have seen him up for sale a couple times now.

I was going to write my own discussion, but seeing as this has been ongoing concern I will be adding to this one.
So, I've been wondering, has there been an official statement regarding a change to the earliest time a champion would go on sale after its release? I ask because this has started to stretch well beyond what is considered normal. Note that I’m not referring to the Permanent Champion Price Reduction, but just a regular champion sale.
Kindred was released on 2015-10-14 and has yet to see a single champion sale. Since the sale schedule for February has been announced we know that Kindred will not see a sale until March at the earliest which is 17 months after its release.
I looked at the six champions that were released before Kindred and researched the sale history for those champions. All of which received their first sale within 5-7 months after release. In fact, in the time Kindred has gone without a sale, those previous champions would have gone through three or four sales.
And it goes without saying that any champions released after Kindred haven’t seen a sale yet either. At least in recent history, this is by far the longest a champion has gone since its release without a single sale.
I can see this topic has come up a few times. From what I can see, no statement has been made which is surprising to say the least. As I said, this is stretching well beyond what is considered normal which has led me to believe that an official change was made to the timeframe that needs to pass before a champion would see its first sale. Initially I assumed we wouldn’t have to wait more than a year, which would have already been approximately twice as long as the usual wait, and yet here we are looking at 15 months if not longer.
