Possible solutions to the afk constant problem

I wrote this message on boards feedback which seemed the most adapted to it but it got erased, and because I don't think it fits in any other category i decided to post it here, if it's not correct pls tell me where to post it thanks !

After getting in a 3v5 for the second time in a row ( 2 afk at around 7-13 minutes each game) and multiple other 4v5/3v5 games i decided to think about some solutions we could find to deal with this constant problem. First i think a system of bonuses should be created, the team having an afk could for example have 70% more gold from each objective and kill, or at 2 afk a permanent nashor buff. If the player(s) afk for longer than 15 minutes, then a loss prevented should happen in ranked. Another way of dealing with afk is to force them sending a letter to why they were afk, if the letter is not send or the excuse not valable they should get suspended. Players with 5 or more suspension should be placed in a new league below bronze 5 with only one division and would have to play 50 ranked matches without disconnecting to be able to get back the league they were before. And at last maybe the greatest idea of all time: Riot making a tutorial on how to carry 4v5/3v5

the last doesn't really make sense. you have to be a quite a bit higher in skill to be able to win a game out numbered, or your team has to work very well together. a diamond player could win 3v5 in bronze fairly easily, but they couldn't do that in diamond.

the loss prevented could be abused a bit since the losing side would just have to get one person to take the fall and afk. the letter idea also doesn't quite work since I don't think riot has enough people working for them to do that job with everything else they do.

the rank under bronze 5 is just a bit silly since every tier has people dcing and afks, so would a diamond player be playing with some bronze and silver players in some games?
