My BF is bad at league... Help me help him?

Seems as though you did make a smurf though as you're level 13.
Have you done much with customs? You can practice a lot of basic mechanics in them just 1 on 1 or with a small group of friends. Have him pick Ashe and practice orb walking as you run away from him on a tank. If he likes mid, play Zed and have him practice CSing while you chuck throwing stars at him. Don't try to beat him, of course, just create spaces conducive to the practice of basic mechanics. There's a lot you can do with this kind of tutoring and in a custom you can isolate specific skills to work on. Plus, 0 chance of flaming or ruining anyone else's game.
Well first off, he's gotta find the position he's good at. After that, find a specific champ or two that he likes and is good at. Finally, the individual inner workings of each champ will come with time, and eventually he'll be decent at the game or quit.
How bad are we talking? Poor map awareness? Bad at CSing? Doesn't understand how to use abilities? What advice I give depends on how bad he is. Custom games can be really useful at practicing certain mechanics, especially CSing and harass. I know I improved a lot watching LCS and more educational youtubers. I'm definitely not a great player but I upload my games and try to explain why I do what I do when I do it. If you give me more specific things he needs to work on I can give more specific advice.
