RIOT Why can't I judge my fellow players in the Tribunal?

For YEARS now the Tribunal has been "Under Maintenance." This post is to, hopefully, catch the attention of Riot Employees and spur on some real productive conversation and setting some actual goals about what is to become of the tribunal and when. I cannot stress the last phrase of that last sentence. WHAT AND WHEN, PLEASE AND THANK YOU.

1. Is Tribunal coming back?
2. If not, then what is replacing it?
3. If it is, when?
4. If we decide on a date when it will come back, what sort of improvements have been made that cost us all this time?

These questions should be easy enough to answer, and although we may not like thee answers we are getting it's more than a freaking Ziggs Skin telling us, "Hey come back never because we're closed."
