Signed up for pbe a while back haven't heard anything back yet
ive been waiting quite a while for riot to let me join the pbe and now the link to it is closed does that mean im not gonna be able to join anymore?

Your suspicions are correct, unfortunately. Due to longlasting issues with the PBE signup page, it's been taken down for the time being until a more stable application page can be put up. This means that no new applications are being processed, and current applications are also not being processed.

Hopefully Riot gets the portal back online soon enough!
