Champion.gg offers some indication of player-base learning curves with champions. For example:

Another example is from an old website LeagueMath.com (http://www.leaguemath.com/champion-difficulty) where the author construes the rise in win rate across the number of games played with a champion as a slope that can indicate a measure of champion difficulty.

If we can measure difficulty as the learning curve of win rates, then how can that information be of service?

Champions are offered at differing IP prices, with some under 500 IP and some over 6000 IP, and during the initial account level-up a summoner has the least number of games played.

So it seems it would make sense to present some of the champions whose win rate changes the least with gains in experience in the starter set of least expensive and therefore early to acquire champions.
