Champ Select

I would like to bring the attention to a flaw I have seen in the champ select. This has happened in multiple occasions with me. Bu the most recent one was me and my brother were playing and we had the top and mid lanes preselected with the new champ select style. When we got into the champ select a player asked to switch roles with my brother who was mid and the other player was jungle. My brother a not very experienced jungler didn't want to give up his role. The the other Jungle player asked to switch roles with me and go top which I also refused. The player insisted he only plays mid and sometimes top. We explained to him that he could have selected top or mid before he got into the lobby. He then picked zed for the jungle and didn't say anything else. We got into the match ready to play until about 11 mins in the zed only remained in his jungle and didn't attempt any ganks. He was practicly afk and left us at a disadvantage. I have came up with an idea that I would like to be discussed or even noticed. What if we had a kick/disbanding vote in champ select to get rid of or cancel the match to not come into situations like this. I'm not asking to give the other player a wait penalty if he gets kicked one time, but maybe if he would get kicked from multiple consecutive lobbies. I do understand that this would potentially make the search for game longer. But I would rather wait 5 more minutes than 20 mins to ff. Also the part I haven't got a solution to is for the players that could potentially abuse this vote. Possibly have some sort of tracker to only allow 1 or 2 votes in consecutive lobbies.
