I was once banned for 14 days because of excessive feeding cuz I was too mad at my team that game, but after that, I had never been toxic towards other players and had never fed anyone, so if I apply for PBE, am I going to be refused instantly or there's still a chance for me to get PBE account due to my improvement?
There is still a chance so far as I am aware although it is less likely. Also know that you will not be accepted this patch. They generally accept on the patch change, as the WW patch is already live on PBE you would at most get on next patch, when WW will be live.
That being said there is no reason not to apply. Super easy, no reason not to. Just know you aren't necessarily going to get in immediately or even quickly.
I applied maybe a year or so ago and got in a relatively short time ago simply because they were trying to bring a lot of people onto the PBE to test the new client as it went into Beta.
