@Riot I can't earn rare gems from hextech crafting

There is supposed to be a 4% chance that you get a rare gem out of a hextech chest. I decided "hey I'd really like to have hextech annie, I'll just buy a bunch of chests." Well so far I've added $250 to my account and spent the vast majority on hextech crafting but I am not getting any gems. I have 6 total. The past 66 chests I've opened haven't given me a single gem when they should have yielded at least 2 (since its a "4%" chance). I am very very unhappy. How much money do I have to give you? I know you can just say "well thats just bad luck" but this just seems unfair.. :(
