You should be able to send IP because you may have every champion in the game and since you have them all with all the runes that you want and need you may have friends that are same level as you but not a lot of IP so i believe that you should be able to send IP
It is a cool feature, but on the flip side:
1: you might have whiny people spam you over and over for IP
And
2: This could allow really low lvl newbies access to champions far to complicated for them to use, which may really screw a lot of people over as it may reduce the win rates of those games a lot

feel that too but it should be limited to like 500-2000 ip per day per 1 person
