Map Skins? Hud Skins?

One thing that I have always been curious about... Riot puts to much time to make absolutely beautiful maps for the Rift (as well as Howling Abyss). They've made the beautiful snow covered map for the Holidays, and the upcoming Blood Moon inspired map. Why haven't they set it to be sold for individuals for their preference of how the map looks? HUD skins would also be nice. As small as changing the colors to even adding a little more to it as you see some twitch streamers have done to give them their own flare and personality when playing the game. Like making Hextech, Blood Moon, Project, etc. HUD skins. It just seems to me they could capitalize this well. I'm sure some (if not a lot)of the players want this.
