matchmaking/ rankings

I know mmr is important to have in league. Then what does your rank mean if its not important. I think your rank should have a say so on who you are playing with an against. Getting up in rank seems to be important to people why would you down that. Getting into silver means nothing if you are getting in games with people in bronze like they got to silver they should be playing with people that are in silver and are their skill level.
